The incumbent shall be responsible in assisting the site in leading and maintaining the Loss Prevention Program, alignment with both local and international codes, recognized industry standards and Sanofi requirements from project conception to realization. This translates in executing the site strategic roadmap to ensure site compliance and the right-to-operate with the various operating permitting licenses with all municipal, provincial, or local regulatory requirements, as well all Sanofi HSES Standards (through the design and implementation of site wide programs).

Specific programs to be implemented will include maintaining an efficient Security System Program in-house, Perform Security & Fire Safety Vulnerability Assessment for site, assist in developing and implementing Business Continuity, Crisis Communication Plan, Formation of in-house Emergency Response Team, Leading discussion with Insurance Auditors and manage in-house Fire Protection System and life Safety Equipment but not limited to the above:

  • Responsible for overall plant security, emergency response planning and Loss Prevention Control Program. Directly supervising the plant security and emergency response personnel.
  • Develop and implement site security and access management system for protection of company asset.
  • Develop and implement site emergency response training program for the emergency response team and supporting staff. Conduct checks and inspections of plant fire protection, safety and security equipment and appliances to ensure their functionality and integrity are maintained. Individual with hands-on-experience is a must.
  • Support HSE department with other safety and environmental matters.
  • Carry out construction walkdowns including night visits, populate all observations and follow-up with closure of the observations.
  • Help to track all HAZOPs action items and maintain an updated checklist against the Risk Assessment, and PSSR walkdown.
  • Responsible and accountable for on-the-job safety and health of contractors under his/her direct supervision.
  • Responsible for Contractor Safety Management program on-site ensuring contractors are in full compliance with Sanofi rules and local regulatory requirements.
  • Implement, enforce, and take ownership on Health, Safety and Environmental (HSE) requirements and initiatives within his/her areas of responsibility.
  • Constantly sharing on best practices and lessons learnt, share learning experiences to ensure continuous HSE culture improvement on-site.
  • Meet site’s Health, Safety and Environment (HSE) performance objectives through compliance with site HSE rules.
  • Carry out any other duties as assigned by the Head of HSES.

Education and Experience

  • BEng/BS Degree in Engineering, Science, Safety or Technical equivalent.
  • 5 to 10 years of safety, security and fire safety working experience in chemical manufacturing or process industry as a site emergency response supervisor/officer with security & fire safety management responsibility. Preference will be given to candidates who understand cGMP/GDP requirements.
  • Incumbent must have a good understanding of all local Security and Fire regulations and must be a registered FSM with SCDF.
