The Associate Director plays a critical role in optimizing Sanofi's Government contracting portfolio while ensuring full regulatory compliance. This position manages complex Government contracts including State Medicaid Supplemental Programs, SPAPs, and Federal Supply Schedule agreements. The Associate Director develops data-driven business cases and contracting strategies, performs sophisticated financial analyses of commercial strategies' impact on Government pricing, and provides strategic recommendations aligned with business objectives. This role owns the Government markets gross-to-net and budget processes and delivers analytical insights for product acquisitions, divestitures, and launches.

Main Responsibilities:

  • Manage Government contracts efficiently and compliantly, including State Medicaid Supplemental Programs, State Pharmaceutical Assistance Programs (SPAPs), and Federal Supply Schedule agreements

  • Contracting support of potential new programs such as MFN or other CMS-led models

  • Lead all Medicaid voluntary strategies and contracting, including business case development, Pricing Review Board presentations, and contract execution with states

  • Serve as primary liaison with Account Management and cross-functional stakeholders to drive strategic decision-making for Medicaid-related initiatives

  • Manage Federal Supply Schedule (FSS) contracts, including renewals, requests for quotes, temporary price reductions, and modifications

  • Develop and present business cases and financial analyses to substantiate strategic contract offers and secure cross-functional stakeholder approvals

  • Serve as primary point of contact with external Federal Contracting Officers for offer submissions and issue resolution

  • Identify and analyze government pricing risks and opportunities, recommending strategic plans of action aligned with business objectives

  • Partner with Strategic Pricing, Government Pricing, Contract Development, Access Strategy, Account Teams, Finance, GTN, and Legal to drive cross-functional alignment

  • Assess government program implications of commercial contracting activities and quantify potential liability and risk in collaboration with Contract Development and Pricing teams

  • Own government channel best price analysis and customer impact tracking to ensure compliance and optimize contracting strategies

  • Interpret regulatory requirements and provide financial impact analysis when necessary

  • Support development of corporate financials for government markets across Specialty Care and General Medicines portfolios, including bi-annual GTN, budget, and monthly accruals forecasting

  • Present findings and recommendations during monthly GTN review meetings with Finance leadership

  • Provide contracting and analytical support for product acquisitions, divestitures, and launches

  • Recommend and implement process improvement measures to enhance operating performance, including driving the adoption of AI and technology solutions to enable efficiency and scalability

  • Work closely with various stakeholders to provide documentation, analysis and expertise in support of audit and litigation requests, as well as other cross-functional projects

  • Demonstrate company values and required competencies while performing other related duties as required

About You

REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE

  • Bachelor’s degree or equivalent experience in business, finance, accounting, policy, or health care

  • Position requires 7+ years of progressive experience in the pharmaceutical industry, 1-2 years of experience in government operations, pricing, and/or contracting preferred

KNOWLEDGE, SKILLS AND EQUIVALENT EXPERIENCE

  • Knowledge of U.S. Government pricing statutes and regulations including knowledge of OBRA 90, OBRA 93, Deficit Reduction Act, VA Healthcare Act, the Medicare Modernization Act, the Patient Protection and Affordable Care Act and the Inflation Reduction Act

  • Strong analytical skills with ability to interpret complex data and identify key insights

  • Excellent written and verbal communication skills with ability to present to various stakeholders

  • Ability to collaborate across business units and functional areas

  • Strong organizational capabilities with ability to manage multiple priorities in a fast-paced environment

  • Commitment to compliance, company values, and required competencies on a consistent basis

  • Proficiency with analytical tools including advanced Excel functions

The salary range for this position is:

$148,500.00 - $214,500.00
